The substances for which SDS provision and labelling are mandatory under the Industrial Safety and Health Act expanded to about 2,900 in April 2026. Products that were previously out of scope may now be covered. An SDS has no expiry date, but for substances subject to the obligation, the "effects on the human body" must be checked at least every five years and revised within one year if needed. Under the 2025 amendment, re-notification after changing an SDS becomes mandatory and penalties for failing to notify are introduced (effective on a date set by Cabinet Order within five years of promulgation). JIS Z 7252/7253, the basis for SDS preparation, was also revised in 2025 (the 2019 edition may be followed until 24 December 2030). Our office, run by a former chemical-company researcher who prepared SDSs in-house, checks ingredients, drafts SDSs and labels in line with JIS, reviews existing SDSs, prepares Japanese SDSs from overseas SDSs, and manages review timing. Our office is run by an administrative scrivener (gyoseishoshi) who completed a master's course at Kyoto University Graduate School of Engineering and then worked as a researcher at a chemical manufacturer, developing cosmetics, detergents, adhesives, semiconductor and optical materials.
