Registration as a Poisonous and Deleterious Substances Seller
CC-12 | Poisonous and Deleterious Substances Control Act | Seller registration
When you sell or transfer poisonous or deleterious substances. From choosing the registration type and the requirements for selling without stock to the application.
Selling or transferring poisonous or deleterious substances requires seller registration. There are three types: general sellers, sellers of agricultural items and sellers of specified items, each covering different substances. Even order-based selling, where you only arrange sales without holding stock, requires registration and a check of the requirements. Registration is renewed every six years. Each shop must meet facility standards and have a poisonous and deleterious substances handling supervisor. After registration, rules apply on transfer records, labeling and storage. Our administrative scrivener, a qualified poisonous and deleterious substances handling supervisor, chooses the registration type from the substances and sales method, checks the facility and supervisor, and prepares the application.

Our office is run by an administrative scrivener (gyoseishoshi) who completed a master's course at Kyoto University Graduate School of Engineering and then worked as a researcher at a chemical manufacturer, developing cosmetics, detergents, adhesives, semiconductor and optical materials. Hands-on experience also includes SDS preparation, waste liquid management and risk assessment. Because we can read structural formulas, SDSs and process flow diagrams as they are, you do not need to spend time explaining your technology. We prepare documents grounded in both science and law, and handle communication with the authorities. As a Class A Hazardous Materials Engineer and a 1st Grade Certified Skilled Worker of Financial Planning, we also support capital investment subsidies and business plans from the perspective of profitability and cash flow.
