Under Japan's Chemical Substances Control Law (CSCL), a new chemical substance must be notified before it is manufactured or imported. Manufacturing or importing without notification is punishable by imprisonment of up to one year or a fine of up to 500,000 yen (Article 58, item 1). A standard notification requires test results on degradability, bioaccumulation and toxicity, and the authorities decide within three months of acceptance. Because testing is costly and slow, it is important to first check whether a special procedure applies: small-quantity, low-volume, polymer of low concern (PLC), or intermediate. We check whether your substance is new from its structure and use, compare the special procedures, prepare the notification from your test results, and draft replies to questions from the three ministries. We also check whether a notification under the Industrial Safety and Health Act is needed.

Our office is run by an administrative scrivener (gyoseishoshi) who completed a master's course at Kyoto University Graduate School of Engineering and then worked as a researcher at a chemical manufacturer, developing cosmetics, detergents, adhesives, semiconductor and optical materials.
