Notification of Changes in Hazardous Materials Type and Quantity
KH-07 | Fire Service Act | Change notification
When changing the type or quantity of hazardous materials at a permitted facility. From checking that no modification permit is needed to filing 10 days in advance.
At a permitted manufacturing, storage or handling facility, changing the type, quantity or multiple of the designated quantity of hazardous materials without changing location, structure or equipment requires a notification to the municipal authority at least 10 days before the change (Fire Service Act Article 11-4(1)). Switching raw materials, changing solvent grades and revising stored quantities are typical cases. Changing the material type changes the designated quantity, so the multiple may exceed the permitted range or different facility standards may apply. It is important to determine whether a notification is enough or a modification permit is needed. Our Class A Hazardous Materials Engineer checks the new material's type and properties from its SDS, recalculates the multiple, confirms that a notification suffices, and prepares and files it.

Our office is run by an administrative scrivener (gyoseishoshi) who completed a master's course at Kyoto University Graduate School of Engineering and then worked as a researcher at a chemical manufacturer, developing cosmetics, detergents, adhesives, semiconductor and optical materials. Hands-on experience also includes SDS preparation, waste liquid management and risk assessment. Because we can read structural formulas, SDSs and process flow diagrams as they are, you do not need to spend time explaining your technology. We prepare documents grounded in both science and law, and handle communication with the authorities. As a Class A Hazardous Materials Engineer and a 1st Grade Certified Skilled Worker of Financial Planning, we also support capital investment subsidies and business plans from the perspective of profitability and cash flow.
