Traditionally, the Ti that undergoes thermal oxidation treatment results in rutile-type crystal structure TiO2, which is said not to exhibit photocatalytic activity under visible light irradiation. On the other hand, it has been reported that adding Au to TiO2 can demonstrate photocatalytic activity in the visible light range. The present invention provides a simple and cost-effective method to obtain a noble metal-containing TiO2 coating film with a rutile or anatase crystal structure and visible light-responsive photocatalytic activity with a film thickness of less than 1 μm, by thermally oxidizing a noble metal (Au, Ag, Pt, Pd) added noble metal-Ti substrate in the atmosphere or by carbonizing the Ti substrate in an Ar-CO atmosphere followed by thermal oxidation in the atmosphere. Other features of the present invention include aesthetic surface properties and strong adhesion to the substrate. Furthermore, it is also possible to obtain a noble metal-containing TiO2 coating film after the thermal oxidation of Ti coated with a noble metal thin film using methods such as sputtering, allowing for a reduction in the amount of noble metal used.
